The 16th Avenue/Terrace (Chance Court) Area Circulation Improvements Project focuses on the area of the Fairview neighborhood that is south of 15th Avenue, between Medfra and Orca Streets. The project was initiated to improve internal neighborhood access and circulation that had been changed by the 15th Avenue Safety Improvements Project constructed in the late 1990’s and 2000. The 15th Avenue improvements installed access controls that prohibit previously allowed left-turning movements into and out of the stop sign controlled approaches at Latouche Street, Nelchina Street and Orca Streets, as well as several north-south alleyways. This has resulted in all neighborhood traffic being re-directed to one of the signalized intersections in order to travel north or west. The 16th Terrace/alley is the only east-west travel way for those residents east of Medfra Street, wishing to use the Medfra signal, and it has experienced a substantial traffic volume increase following the 15th Avenue improvements. However, this alley way is narrow, and only marginally functions in summer conditions. During the winter, snowfall can reduce the traveled way to one lane, creating conflicts and potential safety problems.
